This is a pretty little dish or salt cellar made from sea shells. The bowl part has a carved scalloped edge and is attached to the stand part with a small metal screw, washer and nut. The little dish looks to have been used, there is a lot of wear patina on the inside of the bowl. It measures 2 1/8" x 1 7/16" x 1" tall. This would make a nice little ring or jewelry dish!
